If you don't have the security rights to see payroll, you won't be able to see the payroll checks. 

I found the answer.  The client wrote the payroll checks out of another bank account.  I do not think that is what they wanted to do, but it is what they did.

Check the cash account on the payroll checks. The Cash Account field always remembers the last account used, so if it got accidentally changed once it will stay there until it gets changed back.
