BW client fails to launch

I have one workstation that won't launch BusinessWorks 2019. Here's what I see when I try to launch it:

- No BW splash screen or other GUI

-The System Manager launches and I see the icon in the system tray.

- Task Manager shows BW Launcher and BWServer running but using no CPU and apparently stalled

- Event Viewer shows the following:

The program BWLauncher.exe version 2019.0.0.11 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Security and Maintenance control panel.

- Launching after going into safe mode gives RPC error.

- Reinstall from Programs and Features does not solve it.

- Uninstall, reboot and reinstall does not solve it.

Can anybody point me in the right direction on this?
