Unfortunately, after testing it appears the "Copy User Defaults" at Menu 7-2-2 doesn't include the defaults a user sets up at Project Work Center.  Sounds like an enhancement request.

You can copy the custom user maps using the Database Administrator under Toolbox, Copy user files

My apologies, it was brought to my attention you were referring specifically to the Project Work Center (I missed that).  There is no way to copy that but its not difficult or time consuming for each user to customize their own.
