I wondered the same thing as I'm not in Washington or Massachusetts either.  Is there an answer?

debraj and Robyn Mack - apologies for not replying sooner, The update is for new form types that Aatrix may release. Currently, there are new form types for WA and MA. If, however, your state makes a change that requires a new form type and Aatrix releases the new form type prior to year-end, you won't see it if you have not installed this update. Otherwise yes, you can wait and install the year-end version when it releases in December.
