I had this happen repeatedly a couple years ago. I emailed a number of contacts and heard back asking me to try again. I never heard of a cause.
License Administration is dependent on the Sage 300 CRE Hosting Framework (v#) service. I would verify that this service is running on the machine that is serving as your License Server. Even if it is, I would restart the service. If that doesn't resolve it, try resetting License Administrator.
