Quarterly Employee Count Report

I have just run my Quarterly Payroll Reports.  My Quarterly Employee Count Report is missing 4 employees. But these 4 missing employees have wages on the rest of the reports (Subject to Employer & Subject to Employee). The one thing in common with these missing employees, who all had wages in December but not October or November, is their total taxable wages are no more than $1,341.12.  Is there some sort of limit where if the employee doesn't make enough, they don't get counted on that Quarterly Employee Count report?  Would seem odd since I will report those small taxable wages on the State Unemployment website, but they wouldn't get included in the employee count.  

Any insight would be greatly appreciated.
