One of my PC's is having the same problem.  I can sign in as that user on a different PC and it works fine.  It is not working on her PC.

I frequently have this same issue.  For me it's a matter of starting Sage too quickly before my computer has fully booted and loaded all the background services.  My solution when this happens is to go to the Services Console, Stop and then Restart the "Actian PSQL Client Engine", and then reboot.  Hope this helps for you as well.
