From Sage Desktop, go to the menu Common Tasks > Tools > Customize.   From any application window, you can also select from the Tools menu > Customize.  When the Customize window opens, from the General Tab, be sure that "Fixed Decimal" is not checked.  You can click the "Help" button at the bottom of the customize window for an explanation of how the "Fixed Decimal" setting works.
