Unless resellers truly have licenses and configuration codes available you are looking to purchase the last BDE based version or the first Firebird version.  Depending on your situation, I would recommend that you purchase the new Timeslips 2019 which is based on the latest Firebird database and was released earlier this month.  

Those versions are no longer available from Sage.  As Allen mentioned, finding a reseller with old stock (HIGHLY unlikely) would be your only option.
