I am confused, do you want it to come in as Rate 1 or no?  In your first sentence you say it is not defaulting to 1, but later, you say it is.

What does the rate rule on the Client tell it to do?

Hi - sorry, I mistyped.  I want to be able to set the Rate level via the CSV -  but when I import, regardless of what is in the Rate Level field on the CSV it imports at rate level 1. I want to the use the time keeper Rate level, each time keeper has rate levels set up. 

Yeah, I usually don't do it that way.  I just let the rule on the client choose the right rate, and don't import it at all.  If you want to import the level, you may also need to import the Source of Timekeeper.
