Thanks for the response. This is not a workgroup, a standalone server that the accessing users log into to access timeslips. So in essence you are also recommending to disable the daily backups, which would seem to be not the best idea unless there was a better way to ensure backups without relying on a user to do them.

No, that is not what I am recommending. 

I am recommending that you disable the TimeslipsBackup service on the workstations, but KEEP it on on the server. Have the server do the automatic backups.  You will need to configure it on the server to do so.

Running that service on the workstations can cause lots of Open Files on the Server, which can bog it down. So lowering the level of unnecessary "noise" on the server might help in finding the solution to your problem.

We have no work stations, we log directly into the server to use timeslips. This is the one install we have of Timeslips anywhere.

??? Do you only have one license?

Are you using it as a Terminal Server?

As you only use it on your server. You could probably run without it, and just browse for the file when you restore.

Further:

Your listing of the version in your original post is a bit confusing.  You either have v2020 or Premium, but not both. They are mutually exclusive.  v2020 is a perpetual license, Premium is a subscription.  If you have Premium, then you also have some level of support subscription and you might want to look at using that to contact support.

I did find some information re: a 'fix' re: TSService.exe  in the release notes for a v2018 patch/service release, but by v2020, that should have been integrated into the program.  You might want to check for any service releases you might be entitled to either with v2020 or Premium.

We have 3 licenses, I guess it is a terminal server license, and we've been set up this way for years. Only noticed this problem once we upgraded to 2019 windows, and I started from fresh to make sure it wasn't windows. So basically you are saying if we don't kill the automated backups we will always have timeslips taking nearly half our server's CPU.
