I think I found a workable solution, unless someone has a much better one!  I had subtotals turned to No, but once I sorted by case nickname & user nickname & turned on subtotals on a slip listing it seems to have worked. 

You can run the slip summary report and filter for the timekeepers you want. Also filter for Slip Billed = NO. Set it up to sort by client and then timekeeper. Check the options to only pick up fees if you want that. If you are not comfortable doing this, it is something I could easily help with. Their would be a charge based on how much time it takes, but I would not expect it to be a lot of time.
