Hi Jean, I have checked with technical team and found a solution. It indicate that we have allow maximum and init.connection amount. If you have set it 0. Please change it to 2. 
 You can change this config under webservice 
 Hope this works for you.

I managed to fix this issue after reinstalling the webservice
