Restore Purged Lots

Someone purged our lots and we need the data to run a specific report. Is there any way that this can be fixed?

If you used FUNSTPL function, the deletion from the data base is final. So aside a back-up the data are lost.

I have a backup of the database file. Will I be able to restore that, and insert all ROWIDs that do not already exist in that table? Or is this going to cause me more of a headache?

It would probably be safer to take the back-up data and place the information needed in a separate database and have the report (assuming you are using a BI tool that can look at multiple databases) look at Sage EM and the other database.
