I remember we had to put the value in Setup -> A/P-A/R accounting -> Screens -> Open Item Management up to 9999. It now exports more than 500.

My customer has 16'752 open items. He can now export 1x 9999 and 1x 6752 (he still has to run the export twice, though).

I don't know if this is exactly what you need, but maybe it helps.

Almost every window contains Inquiry expert menu (on the right side) - there is possible to choose between export into CSV or Excel format. 
Direct export from the grid, will export only visible rows, but with Inquiry export, it will include all. 

Sometimes I had a huge export file (more than 30k rows), then Sage will recommend us CSV (and it will work faster).

Unfortunately, the CSV export also only exports the rows shown (from my example 6752 or 9999) but not the total of 16'752
