Easiest way to do this is to install ADXADMIN on both of servers, on remote server Oracle DB connection must be installed. Then in configuration wizard choose this another sever and thats it.

From online installation procedure website:

• Choose the option for 'Configuration by the console' and click Next to continue.
• Click on New button and enter the server name where the Database component was installed.
• Enter the port, user, and password for the Sage SAFE X3 AdxAdmin service, and select 'Keep password' checkbox. The AdxAdmin default port is 1818.
• Choose the DATABASE component and click Next.
• Enter the Identifier (name of the solution), Label, and Commentary fields.

1. I need to copy the install file and install "Adxadmin" on Oracle RDS Database server
2. I make sure, Oracle DB connection is installed on Sage Application server.
3. Configuration wizard - what should i choose?

SafeX3Oracle component i mean. On installation iso there are one for MS SQL and another one is for Oracle.

It is MANDATORY to install this on Oracle RDS Server, otherwise it will not be possible to configure a solution later on!

But it is not physical server to install the components and physical server was handled by Amazon. There is no IP and only provided the Endpoint.  

Then, I guess, you are failing fulfilling requirements, e.g., there must be a TCP/IP connection between servers.

Long story short. You need to have an IP address for Oracle database server, on this server adxadmin and oradba components must be installed. When this is done, it will be possible to configure a solution, otherwise, maybe it is possible, but, maybe not in internet forum and maybe not for free.
