Looks like you made a mistake either in 'sa' password or in database path, or in sql server configuration (mixed auth. must be enabled and TCP/IP connections allowed).

i am sure of the password of 'sa' i can connect using it and also windows authentification (mixed auth)

the console suggests two paths :

12.0.6024.0 - c:\Program Files\Microsoft SQL Server\120\Tools

12.0.6024.0 - (c:\Program Files (x86)\Microsoft SQL Server\120\Tools)

the both paths doesnt work

Have you checked network configuration of SQL? Can you post what's inside database_CrDb.log?

I had a similar issue, does the 'sa' password contain special characters? (!@#$%¨&*) 

yes 'µ', the password is "Saidµ007"

its a local vm 

there is no much informations, 

"Sqlcmd : erreur : Microsoft ODBC Driver 11 for SQL Server : Échec de l'ouverture de session de l'utilisateur 'sa'..
"

Try to change this strange U symbol to another "normal" one and try again!
