So, you'r telling that you have this issue right now? Or it was somewhen on 2017/2018 and you want to get clear with reasons?
Iam having this issue right now and can't clear the Account tasks.
In general this means you have no connection between Sage X3 and SQL database. SQL base could be turned off for smth wrong with database.
Maybe your SQL server have been changed from mixed authentication mode to windows only?
Check this via SQL Management studio.
