Look at your requirements parameters on how 'R' status is being handled.

Hi, John.  We have status R (or rejected items in parameters) as available, since we don't want to reorder by mistake.  I thought if we could exclude a sub-status (like RX), that would work, but I haven't found where to do it.

You can set a 'dummy' stock site to hold the stock you want to exclude from your MRP. Performing an inter-site transfer is not much complex than a location change.  

Else you can create a 'dummy' sales order and allocate the stock you want to exclude. 

Ultimately, a specific development is your last option but modifying a complex process like MRP can quickly have a large cost.
