Sage does offer Sage X3 SaaS in the cloud, hosted either through AWS or Azure. The decision of where to host the instance, be it it in the Cloud (Private or SaaS) or On-Premises, depends on the individual customers business requirements and needs.

Multi-tenant Sage X3 is not available however, as the responses show below, a private cloud option by Sage is available.  Many partners offer alternative private clouds (like https://www.thecloudatwork.com/cloud-hosting-for-sage-x3/).  These need to be supplemented by Application Managed Service plans (which Sage and many partners offer) that include patching to make Sage X3 SaaS.
