Can you describe your environment please?

Windows or Linux?

What version of the OS?

What is the account name of the ADXADMIN service?

Is that account a local administrator?

Do you have sufficient disk space?

Are you seeing any evidence of a permission problem?

Have you checked the Windows Event Viewer logs (assuming it is Windows)? If so, is there a relevant error?

When you checked the trace tab of the console, did it give a more detailed message (or is FATAL - ERR_CANT_CREATE_COLDER_DEF) coming from the trace log?

I had missed a step in the setup. I created the folder in X3, then reran the import successfully.

In  X3, go to Setup, then Folders and create the folder there. Then go to Management console, select the solution , click on folders and import. Select the folder name and svg folder name as well, user name and password and ok to go. The import will then go through successfully.
