Did you resolve this issue, I have a similar problem.  Attaching is no problems, but if we try and view we get

This can occur when the PDF attachment has a naming convention that includes special characters in it like "&, #, $, %".

What extension this file has? Is PDF works?
in V7 and higher, you define using a sandbox file what file types and locations Syracuse has access to. Search for "Sandbox configuration file" in the online help for more information.

Thanks I have since found 1 user ID that this works for , where would there be a setting that could have been changed for this to stop for other users?

It might be related to the security profile assigned to the role and group that user is part of.
