No idea what version you are on, but version 7 allows you to store documents in a storage area, for which a team can later pull back up. This feature almost sounds perfect for what you want to do, except for the fact that it isn't made available via web services. One thing to note, PDF files can get quite large if there are many pages and graphics included. Transmitting these over web services will put your web service call at risk for timing out.
