Unable to transfer employee

Hi, please can someone assist. I am trying to transfer an employee from one company rule to another.

I am getting an error that she cannot be transferred because there is a pending workflow item.

I can see that there was an incomplete claim for her in June 2019. However when she logs in to her ESS, as well as when I login to her ESS, there is no claim showing at all so it cannot be cancelled.

Is there a way to override this so an employee can be transferred even if there is a pending workflow item?
