Download/Install Error - Accounting Custom Layout Designer for Windows

I have been trying to Install Accounting Custom Layout Designer for Windows for the past month to adjust our invoicing templates but having absolutely no luck, even after a long email thread with support agent as well as a lengthy online live chat with Sage Online Accounting Support agent. The problem i am experiencing is when the Accounting Custom Layout Designer for Windows install/download gets to around 15%-20% it just stops and gives an error in a pop-up window saying "Application download did not succeed. Check your network connection, or contact your system administrator or network service provider.". This pop-up window then has 2 buttons, "Ok" or "Details". If I click the "ok" then it just cancels and closes the installer, if I click on the "details" button then it opens a notepad named "12VX29NW" with all the below in it:

I have tried multiple different secure network connections and I don't have a system administrator so I'm not sure how to fix this.
