From the accountant staff:

When someone closes Dec GL you are prompted "Budgets already exist for year 2023. Do you want these overwritten with the GL Options "Year End Copy" setting.

Can we tell if someone chose yes?

Trying to determine if this was done in December and if it was, who.

Unfortunately, we don't have a way to find who did the process the Period/Year End closing.  Sorry.
