Cannot Solve PAWEncrypt AcquireOurContainer Error

Hey guys, hoping to find some help on this.

I've just installed Sage 50 Accounting version 2018 for a client.  Tested opening companies in my admin session - all was good.  Found out late that all users are receiving the following error when they try to open any company file in the new installation:

  "Unknown error: -2146893788. PAWEncrypt AcquireOurContainer Error"

I've tried all the possible solutions listed in this article which references the exact error message ( https://support.na.sage.com/selfservice/viewContent.do?externalId=11749&sliceId=1 ).  However, no luck.  

I've tried reinstalling the Sage twice but continue to receive the error message.  I worked with a support representative from Sage via their chat tool but they didn't have a solution and suggested I call support to get escalated support.  Unfortunately the phone lines have been too busy to get through to anyone since this error began.

Do you guys have any ideas or suggestions?
