Over the weekend, Sage had a upgrade to the 2019 edition. It failed in the middle of the update making the 2018 edition inaccessible. I navigated the files and managed to find the 2019 update waiting in the correct file. I ran it and it now works on the server. Once it completed, a pop up arrived with directions to take to the individual work stations to complete the 2019 installation. It included a link to a .bat file that should of made the stations run the update, however every station says that it does not have the permission to use the file. When I go to the file to change access it tells me I can't do it. I don't know what to try next.

You can try running the Setup.exe that is in the same folder as the .bat file you mentioned. If that doesn't work then run Sage50_2019.0.0.Upgrade.exe from the Updates folder at each workstation, just like you did at the server. You'll have to wait for it to unzip the installer onto each workstation and it may ask you a few more questions than the .bat file would have, but it will work just the same.
