I am not a big expert but when I look at the following link, it seems to me that Sage 50 will fall more under and IaaS scenario rather than a PaaS:

My interpretation is that if you were hosting an application that you built, PaaS would be a viable option, but for just hosting Sage 50 as a server seems to be more of an IaaS to me.

You are correct - In the meantime, I also received a reply from a Sage technical rep. basically confirming your interpretation :

"... If they are dead set on trying to run it on Azure they need to use IaaS.  Applications have to be specifically designed for PaaS and Sage 50 is not.  However we don’t support or test specifically for Azure so they may want to test out to see if they run into any issues before they commit to this configuration."
