Is there a way to restrict the wage rates from a payroll clerk entering time in Payroll Records?

Yes. Its a matter of configuring security wherever the PR Clerk is working on hours, usually 5-5-1 or 5-2-2. Its too complex to include it in this reply. Contact your Sage Certified Consultant or your Business Partner for help.
