We have a similar situation and have never figured out how to do it in the Payroll module. Instead, we have the employee phone reimbursement setup as a reoccurring payable that we pay each month.

Hi Jaqueline. If the reimbursement is non-taxable, you can add it as line in their timecard using the Per Diem pay type. If it's taxable and it want to include it withbtheir net pay, you can create an Add To Gross payroll calculation. If the payment is being made outside payroll and is taxable, then use an Add/Deduct payroll calculation. 

You can setup a Payroll Calculation as a Cash Add in 5-3-1.

Tax type NONE

Calculation Type ADD TO GROSS

I use this for an employee who gets a weekly Gas Allowance.
