I think the hierarchy for state WH tax is first the job setup (unless Use Employee Work State is marked in employee's setup) and then the employee setup.  If all the employees time is entered to a job number, then the job setup would dictate (unless the use employee work state is marked in employee's setup).  If time is entered to a job without a state, or the time is entered without a job, the employee's setup would dictate.   https://us-kb.sage.com/portal/app/portlets/results/viewsolution.jsp?solutionid=224924450060446&page=1&position=0&q=state%20withholding%20heirarchy

There can also be fictious taxes setup and used in the reciprocity so there is another article in Knowledgebase you may want to read:  https://us-kb.sage.com/portal/app/portlets/results/viewsolution.jsp?solutionid=222924650021191&hypermediatext=null   Maybe it's the use of fictious tax ID's that are being overwritten?  If you have an archive, you might check the tax ID's and reciprocity setup to see if something changed between the archive that worked and the current date folder that's not working.

Thank you so much...This helped me understand everything clearer!!! I tried to search myself in the Sage Knowledge base and I could not get it to work for me, so thank you for the links because they came up that way.

I have another question for you: Do you have any links for the new W-4's. I cannot get it to ever match Paychex 1st go round I have to just keep playing with them until it figures out correctly. Maybe if I understood more about each Status then I could save a lot of time from going abck and forth! Again, Thank you......you were so helpful!!!!

This is the link on the new (2020) W-4 Form.  (Older employees, can stay on the old Form W-4 and in the employee setup, you would not check the box "Use W-4 Amounts" in the Entry Info window.  However, if they want to change their federal W-4, they have to fill out the new W-4 form and you will need to check the box to "Use W-4 Amounts".  This box distinguishes between the new form or the old form.)  https://us-kb.sage.com/portal/app/portlets/results/viewsolution.jsp?solutionid=220924260102498&page=1&position=4&q=new%20w-4   

What may be difficult is to match whatever Paychex thinks each employee's settings should be.  For all we know, they could have setup everyone on the new W-4.  Also the S2, M2, H2 is about when the employee has marked the new W-4 for two jobs (Box 2 c).
