you can change your regional preferences: All --> Administration-->Administration -->Settings

Choose your region and change it in the way you need it. That will change it in all the screens.

If you just want to change an import template, you can change the date format template on Setup --> Usage -->Import / Export templates

I'm not sure I properly understand what you are looking for. If you are looking for 4GL code to output a YYMMDD date string, you can use something like the below example. I'm using the current date function but you can replace the date$ with the source field.

format$("YYMMDD", date$)
