After installing and configuring SEED Folder Endpoint, cannot open Setup,General Parameters, Folders

Update Patch 21 and Installed Patch 21 SEED Folder and I'm trying to validate the folder.

After following the above blog, still i'm getting same error

Cannot retrieve session shared resources on web server. Your session will be closed.
If the problem persists, please contact your local IT correspondent.
Resource:'sage-emv12:8124/.../STX_DEFAULT.json.

Any recommendations, please, thanks.

Do you have the latest version of Syracuse installed as well?

Yes, this is the latest version.

from Patch 15 i have applied patch 16, 17, 18, 19 and apply patch 21 with all the components. Then import the seed folder of Patch 21.
