This is an issue that has been reported and very rare. I suggest you contact support for this. From what I understand 

The issue is due to the  following files  ( C_ACHGENVX3.adx + C_ACHGENVX3.stc + R_ACHGENVX3.adx + R_ACHGENVX3.stc) missing under STC directory. 

After you copy the files into the STC directory, then open up X3 and do a Dictionary Validation(VALDICO) for all modules on the following objects: System Class Validation, Class Validations and Representations validations.

this should resolve the issue, however also work with support on this.
