... but in STD screen which AccesCode you have? bwecause if it is blank  then user will be able to see it. Try to put in the STD access code ADMIN or other.

Well, after deep a little more...

The Inqueries when open the inquery use the defaukt screen defined in Development->Inquieries

When you assign an access code to the enquiries screen in Settings-Inquiries

this only make sense when you want to change in criteria the screen code to use. 

But, maybe you have other solution: Try to put in the fields of the inquiry screen an access code.

This will work, is not the most pretty but....
