I've found this question in another countries community forum from a while back.

They noted that you want to be sure you are installing the correct VT Web version according to your version/patch of X3.

If you confirmed this is the correct version, you can try installing a lower version, then upgrade the component.

If you still encounter issues please create a support ticket for further investigation.

The knowledgebase article Error: "keypairgenerationerror" when installing VT Web Server (230719133008400) suggests the following: 

Cause
This issue was caused by the Java home (Microsoft Windows parameter) being defined incorrectly.

This issue can also be caused by the incorrect version of Java (JDK) installed on the server Java 8. x is required for Sage installations.

Resolution
Removing Java JDK version 20 and reinstalling version 8 and confirming that the JAVA_HOME parameter is correctly defined resolved the error.
