I faced the same issue a while back.
Did you launch the application directly after installing the Syracuse server?

i did launch the safe X3 management console directly after installation of Syracuse server, got the same error.

Actually you should've launched X3 application itself (from the web browser) and not the management console to allow X3 to build the folders structure in folders.xml

Anyway, I fixed this by manually creating folders.xml file which I copied from previous installations and adjusted to have only the basic structure and the X3 folder information.

the idea of using a copy of the folder.xml file did cross my mind. i will leave it as a last resort.

I decided to re-install the Sage X3 from scratch on a new server. this time i ran the the application from the web browser directly after i installed the Syracuse server. also got the same error.

I'm starting to think there might be a missing step in the installation guide.

which version of Apache are you using?

version 2.4

the Apache installation file name: "apache_2.4.2-x64-no-ssl"

it is not compatible with v7. uninstall it and install version 2.2

I already have a working Sage X3 installation using Apache 2.4.

there must be something wrong with the Syracuse installation, or with one of its prerequisites.

i need to start over.
