FileRenameFailed: Access is denied
1) The service MongoDB is startup with is a local administrator and has full access to both the log path and storage path.
2) I thought it might be trying to rename the log file for rotation so changed that to reopen, please see config file below.

I also found a similar case on the MongoDB forums but the thread went stale without a solution.
