I'm not sure. A colleague asked me to test, and I get the same error as him. (Apparently it was working this morning).
Existing users are OK, but any that disconnect are unable to reconnect.
We can connect to the SPC interface, but cannot access any sites (which are "Ready" according to the provisioning portal).
