How to stop shortages from auto allocating?

Hi,

I am using sage x3 version 11 patch 4, and I am coming into an issue when I allocate a product and create a shortage for the order, the system will automatically allocate the shortage material to order if it sees products available. This happens when somebody allocates to the order, and then press the save button. It will see if there is product available, and then it will automatically allocate those products that are available to the order as if it thinks we want it to be on this order. 

How can I make this stop? This is causing a lot of problems for us.

    It allocates and eliminates the shortage if i say YES to affect detail lines.   If I say YES if the same value and I am changing the sales rep, it did not.  

    No or Yes if same value when changing rep only then save

    Yes, then save

    So in some cases, don't know all, it appears that on a SAVE it does refill the allocation if you still have them in stock.

    There is Parameter value Setup>General Parameters>Parameter values>STO>[your solution folder or legislation]>MIS>SHTDLV - it will allow or prevent to generate the shortage for missing quantities.

    The parameter setting is irrelevant to this problem except that i need to be on and it is to allow shortages.

    The problem is solved by a manual allocation but it was not working consistently.  Maybe it is if you are very careful.  

    I think i found the procedural error in entering the manual allocation.

    1 Do a manual allocation creating a shortage.

    2. Go to management tab and add "jack" as a contact ( if you don't know jack....) and Save

    Shortage stuck.  I did not reallocate.

    The difference was that I ONLY entered the shortage on the grid of the manual allocation page and did not change anything in the header.    Changes in the header seem to cause inconsistent results.  Specifically, do not change the TO ALLOCATE field in the header of the manual allocation screen.  Only the grid.

    Tested twice on two orders on two lines.  If you say affect detail lines when you save the header changes it will reallocate and the shortages are gone.  You are hosed 

    Please test.
