Trigger workflow rule only when attachment is added?

Is it possible to trigger a certain workflow rule when an attachment is added to a purchase order?

We would like for the attachment to be sent via email to an inbox, so this workflow only needs to be triggered when an attachment has been added to an order and the order is fully signed.

Any ideas on this one?

I have a workflow rule which gets triggered when a purchase order gets fully signed (APPFLG=3) and sends an email, but how can I add the attachment from the object to this email, when I am using 'Signature' as the event type?
