BOM component should not be consumed, but cost should be included in calculations

For a customer we need to include regular stock managed components on a production BOM, but they should not be consumed when doing Production Tracking or when closing a Work Order. They do want to see the cost of these materials included in costs, and also be able to do Misc. Receipts or Issues for them.

The obvious solution to me seemed to leave these products as Stock Managed (as they are now) and include them as Costing items on the BOM. The first issue I ran into (and obviously haven't been able to test further) is that these Costing type BOM lines are not carried over to the Components when creating a Work Order. Is there a way to change the setup so these will be included in the WO?

Or is there a better way to meet this request than using Costing items in a BOM?
