Looking for a process to aid in scheduling a job with multiple routing 'prerequisite' steps.

Example:

Job ABC123 requires preheating prior to manufacturing and cooling post process.

• Routing 10 Preheat
• Routing 20 Manufacturing
• Routing 30 Cooling

My scheduler would like to schedule based on the Routing 20 step, and not the Routing 10 or 30 steps. The routing 10/30 steps do not have any constraints to speak of, just need visibility.

Can I have the work order start date represent the Routing 20 step and not the Routing 10/30 steps?
