Closing the receiving site PO or line might do it.

intersite transactions technically shouldn't differ.  if they shipped 10 then the receiving site should have received 10.

closing the PO doesn't fix intransit.

they should have contacted the shipper before the receipt OR receive 10, and do a purchase return back to the shipping site for the 1.
