on the Product master you can remove the Lot sequence number so you can enter the desired number.  Also I believe you can change the defaulted Lot sequence but not certain.

Disregarding the setup of the Lot sequence number, you need to check the stock management rules set on the category of your product(s).
Ensure, the Lot entry = Free for misc. receipt (at least):

Then, be sure the lot number field can be manually entered in the entry transaction:

If you forget to enter a value the sequence counter (set on the product) will kick-in upon the transaction creation.

I have tried this and the problem is that the Lot Entry field on the management rule is not editable although it is editable (and Free is selected) on the Default Rules on the right list.

To be able to edit this field, you need to set the product category with lot management (usually lot management is a criteria used to organize the product categories defintion).

The test you need to perform is : 

1. Ensure the Lot field is entered in the transaction (2nd screenshot in my last reply)
2. Enter any value in the lot field and save

If you let the lot number empty, the default value would come from the lot sequence number set on the product.
