Stock bin location change

Question

Why do I get this when trying to change bin location for a product ? "Line number 1 : Incomplete Line: No entered stock transactions / Dock type location prohibited" Just trying to clean up the warehouse and get product in the right location so it is easier to pick jobs. The method I use, stock change--destination to destination, works half the time then the other half it gives me this error. WHY?!?!

 I assume the current stock is lined to a location Dock (check the related location type setup): 
 
 Receipt on dock location is an administrative receipt you need to complete in a second step. This is why to put such stock in the store, you need to use the put-away plan (FUNSSL).
